Here we have Flare the Raichu.

He was an experiment by some unknown scientists to be both an electrical and fire Pokémon, until he escape from their grasp and became free of their control. Now he travels the Pokémon World searching for adventure and excitement.

Powers:
He has electrical powers like other Pokémon, he can also use his fire skills to improve himself (When using Quick Attack, he becomes a high speed fireball, to cause confusion and surprise his enemies.
